A versatile consulting and research service

Plateau Urbain, a cooperative active in temporary occupation, transitional urban planning, and third places, offers research and consulting services. This activity, which has been structured since 2016, has developed to meet the needs of local areas and property owners, while promoting the values of solidarity, diversity, and experimentation. It develops unique support services, taking into account the specific characteristics of sites, the local ecosystem, and urban issues, in order to offer tailor-made and adapted solutions.

The range of studies and consulting services offered by the cooperative is characterized by its versatility, flexibly adapting to the diverse needs of the actors involved in city building, such as local authorities, developers, promoters, project leaders, and users. Plateau Urbain's interventions cover a wide range of projects, at different scales and stages of maturity. This includes support for operational and pre-operational phases as well as assistance in defining territorial strategies.

What forms do Plateau Urbain's research and consulting assignments take?

Plateau Urbain brings its expertise to bear by advising public and private property owners on how to promote mixed-use and socially responsible development of their vacant assets.

The cooperative undertakes in-depth studies to assess the feasibility of temporary occupation projects. It supports operational arrangements by defining the technical, programmatic, legal, and economic terms, as well as management and coordination strategies to bring a project to fruition.

Plateau Urbain offers project management assistance by facilitating the implementation of transitional and inclusive urban planning strategies.

The research department’s approach is part of a comprehensive support program, in which the cooperative actively supports collectives, associations, and third-place project leaders in their projects.

Plateau Urbain is involved in action research activities, evaluating the impact of projects and initiatives, conducting usage assessments, and analyzing the experiences of occupants. This tool, called Commune Mesure, demonstrates the cooperative’s commitment to gaining a deeper understanding of and maximizing the impact of the initiatives it supports.

In what contexts can Plateau Urbain take action?

Plateau Urbain can operate in various contexts, either by conducting the entire study in-house or by establishing partnerships with groups of investors, urban planners, architects, and operators. The cooperative can also act as an agent for a multidisciplinary team. It can respond to public contracts, whether through calls for tenders or calls for projects. In addition, the cooperative responds to direct requests from owners, whether public or private.

A wide range of tools and expertise

The tools used by Plateau Urbain in its studies are tailored to the specific characteristics of each project.

The cooperative carries out in-depth technical assessments by conducting site visits and analyzing existing assessments.

In addition, it conducts regional analyses by conducting interviews with local stakeholders and key players in the region, while extracting data from its digital platform, which lists the needs of project leaders.

Plateau Urbain also provides assistance in defining programming and governance scenarios by organizing participatory workshops, capitalizing on feedback from site management experiences, and conducting case studies.

In addition, the cooperative is involved in the decision-making process by issuing recommendations on legal and economic arrangements.

It draws on various areas of expertise, such as architecture, urban planning, landscaping, and event planning.

Plateau Urbain supports the implementation of projects and the selection of occupants. To this end, the cooperative provides its digital platform for launching calls for applications, as well as the specific expertise of its employees.
